CHICAGO — A Chicago high school security guard, identified as Heather L. Pancer, 48, has been charged after allegedly sexually assaulting two teenage girls during Chicago Police Department–sponsored “lock-in” events. The disturbing allegations have shaken the community and raised serious concerns about safety oversight during youth programs meant to protect children.
According to investigators, Pancer, who worked as a security guard within the school system, was accused of using her position of authority to exploit two teens during overnight “lock-in” programs — events designed to provide mentorship and a safe recreational environment for youth.
Authorities say the assaults took place between 2018 and 2021, during which Pancer allegedly engaged in multiple acts of sexual misconduct with victims between 15 and 17 years old. Both victims have come forward, telling detectives that Pancer’s conduct occurred during CPD-affiliated gatherings intended to foster trust and community between law enforcement and young people.
Prosecutors have charged Pancer with multiple counts of criminal sexual assault by a person in a position of trust or authority. Officials stated that she was taken into custody earlier this month and is currently being held pending her next court appearance.
Community members are expressing outrage and heartbreak over the betrayal of trust. “These were supposed to be safe events,” said one local parent. “To hear that something so horrific happened under adult supervision is beyond comprehension.”
The case has also prompted scrutiny over how such individuals are vetted for participation in youth-focused events. Law enforcement and educational administrators are reviewing their internal processes and safety policies to prevent similar tragedies.
As the investigation continues, many are calling for greater accountability and stronger safeguards for minors in community and school programs. Legal proceedings are expected to continue into the coming months as prosecutors prepare their case and additional details emerge.
For now, the focus remains on seeking justice for the victims — and ensuring that those trusted to protect the city’s youth are never again allowed to exploit that trust.
